Overview
Kingdom Builder is a territory-building game where players place settlements on a modular board to create their own kingdoms. Three randomly drawn Kingdom Builder cards define the scoring conditions for each game, ensuring high replayability. The player who earns the most gold wins.
Components
- 8 game board sections (modular, double-sided: landscape on front, gold score track on back)
- 160 settlements (40 per player color)
- 4 gold markers
- 1 start player tile
- 25 terrain cards (5 types: Grass, Canyon, Desert, Flower Field, Forest)
- 10 Kingdom Builder cards (only 3 used per game)
- 28 location tiles (8 types, 4 of each: Oracle, Farm, Oasis, Tavern, Tower, Barn, Paddock, Harbor)
- 8 summary cards for location tile actions
- 1 rulebook
Terrain Types
Buildable (5): Grass, Canyon, Desert, Flower Field, Forest
Not buildable (4): Mountain, Water, Castle, Location
Setup
- Select any 4 of the 8 board sections; assemble into a rectangular game board.
- Place matching location tile summaries next to board sections.
- Place 2 corresponding location tiles on each location hex.
- Shuffle terrain cards into a face-down draw pile.
- Shuffle Kingdom Builder cards, draw 3, place face-up beside the board.
- Each player takes 40 settlements in their color and 1 gold marker.
- Each player draws 1 terrain card (keep hidden).
- Flip an unused board section to show the gold score track. Each player places their gold marker on the black (0) space.
- Oldest player receives start player tile and goes first.
Turn Structure
Each turn, the active player:
- Play terrain card face-up.
- Build 3 settlements (mandatory action) on unoccupied hexes matching the terrain type of the played card, following building rules.
- Perform extra actions (optional) — from collected location tiles. Each extra action may be done once per turn, before or after the mandatory action.
- Discard terrain card to the discard pile; draw a new terrain card.
The 3 mandatory settlements must be built one at a time, sequentially.
Actions
Building Rules (apply to ALL settlements, mandatory and extra)
- Exactly one settlement per hex.
- Only build on the 5 buildable terrain types.
- Must build adjacent to at least one of your own existing settlements, if possible. If not possible:
- Mandatory action or Oracle/Barn: choose a hex of the played terrain card type.
- Oasis/Farm/Harbor: choose a hex of the required terrain type.
- Tower: choose any suitable hex at the board edge.
Gained by building a settlement adjacent to a location hex (take one tile immediately; max one per location). A player keeps a tile as long as at least one of their settlements is adjacent to that location. Used tiles are flipped to indicate use; flipped back after your turn.

Move 1 of your settlements to a Water hex. Adjacent if possible. Only way to build on water. |
Scoring / Victory Conditions
End-game trigger: When any player places their last settlement, the current round finishes (through the player to the right of the start player).
Final Scoring:
- Evaluate each of the 3 Kingdom Builder cards for every player.
- Each Castle hex adjacent to at least one of your settlements earns 3 gold (regardless of how many settlements are adjacent).
- Total gold is recorded on the score track.
Winner: Most gold. Ties share the victory.

(Exact scoring varies by card — 10 different cards exist, 3 used per game.)
Special Rules & Edge Cases
- No eligible hex: If at the start of or during a turn there is no valid hex for the played terrain card, draw a new card immediately. The unusable card is removed from the game. Repeat until a suitable card is drawn.
- Duplicate location tiles: A player may have 2 identical location tiles only if they built adjacent to both matching location hexes on the same board section.
- Discard pile reshuffling: When the draw pile is exhausted, shuffle the discard pile as the new draw pile.
- Losing a location tile: If you move your last settlement away from a location (via Paddock, Barn, or Harbor), you must discard that location tile permanently.
- Paddock movement: Ignores all terrain types (can jump water, mountains, castles, locations, and settlements). The target hex must still be a buildable, unoccupied terrain type.
- Harbor on water: This is the only way to place settlements on water hexes. The Fishermen Kingdom Builder card does NOT generate gold for settlements on water hexes.

Castle Scoring: 3 gold per castle hex adjacent to at least one of your settlements
Location Tiles: Gained by building adjacent to a location hex. One tile per location per player. Use each once per turn.
