Overview

Havana (La Habana) is a card-driven resource management game set in Cuba’s capital. Players use action cards to collect construction materials, rubble, pesos, and workers to construct buildings and earn prestige points. The two-digit number formed by your played cards determines turn order. The first player to reach the minimum prestige points wins.

Components

Setup

  1. Each player takes 13 action cards (identical backs) + 1 peso + 1 grey rubble brick.
  2. Mix remaining bricks in the bag.
  3. Place pesos and workers in separate accessible piles.
  4. Shuffle structure cards, make 2 rows of 6 face up. Ensure at least one 1, 2, or 3 PP structure is at a row end.
  5. Place supply reminder card centrally with 3 pesos + 3 random bricks from the bag on it.

Turn Structure

First Round

Each player chooses 2 action cards from hand, places them face down. All reveal simultaneously.

Subsequent Rounds (4 Phases)

Phase 1 – Initiative: Form a two-digit number from your two cards (lower number on left). Lowest initiative goes first.

Phase 2 – Construction and Actions: In initiative order, perform your 2 actions (in any order). Then build as many structures as you can afford. Only structures at the ends of rows may be built.

Phase 3 – Supply: Add 3 pesos + 3 random bricks from the bag to the center of the table.

Phase 4 – Replacement: Keep 1 of your 2 played action cards (it carries over). Choose 1 new card from hand to replace the discarded one. Reveal new cards simultaneously. When only 2 cards remain in hand, reclaim your discard pile.

8 Take half the pesos from center (round up)
9 Take half the materials and half the rubble from center (round up both)

Scoring / Victory Conditions

The game ends immediately when a player reaches:

If all structures are built or all bricks used, the player with the most PP wins.

Building Structures

5-for-1 Rule

During construction: 5 pesos = 1 worker (not reverse); 5 rubble = 1 building material (not reverse). May be used multiple times.

Player Reference

Initiative: Two-digit number from your cards (lower digit left). Lowest goes first.

Building: Pay costs on structure card. Materials/rubble consumed; pesos/workers returned.

5-for-1 Conversions: 5 pesos -> 1 worker 5 rubble -> 1 material (one direction only)

Victory: First to 25/20/15 PP (2/3/4 players)
