Overview
Block Mania is a two-player board game published by Games Workshop in 1987, set in the Judge Dredd universe. Each player controls the residents of a Mega-City One city block engaged in an all-out inter-block war. Players recruit citizens, arm them with weapons ranging from spray paint to heavy lasers, and attack the opposing block. The goal is to cause as much structural damage to the enemy’s block as possible before the Judges arrive to end the fighting. The player whose block is the least damaged when the game ends wins.

Setup
Each player takes one city block board and places it in front of them.
Separate the card deck: set aside the Judge cards (endgame triggers). Shuffle the remaining cards.
Each player receives a starting allotment of citizen counters placed in their block.
Place weapon and equipment counters nearby as a supply.
Determine first player.
Turn Structure
Each turn follows a sequence of phases:
1. Card Phase
Draw cards from the deck.
Play dirty trick cards for various effects (recruit citizens, obtain weapons, trigger events).
2. Movement Phase
Move your citizens within your block or across to the enemy block.
Citizens have different movement rates depending on their type.
3. Combat Phase
Citizens in the same location as enemy citizens or within weapon range engage in combat.
Resolve attacks using dice rolls modified by weapon type and range.
Damage to buildings is tracked on the block boards.
4. Damage Phase
Apply damage results to block structures.
Check for fire spread and building collapse.
Mark damaged or destroyed sections.
5. End Phase
Check for Judge arrival (endgame cards).
Resolve ongoing effects.
Actions
Recruiting Citizens
Use cards to recruit new citizens from your block’s population.
Citizens range from ordinary Juves and Citizens to powerful Block Warriors.
Arming Citizens
Equip citizens with weapons found via cards: spray paint (vandalism), spit guns, stump guns, flamethrowers, heavy lasers, and more.
Different weapons have different ranges, damage values, and special effects.
Attacking the Enemy Block
Citizens can cross into the opposing block to attack.
Weapons deal structural damage to block sections.
Flamethrowers can start fires that spread to adjacent sections.
Heavy weapons can cause building collapse.
Dirty Tricks
Play cards for special events: ambushes, booby traps, power cuts, and other mayhem.
Some cards affect combat, movement, or cause direct damage.
Scoring / Victory Conditions
The game ends when the Judge cards are drawn from the deck, representing the Judges arriving to restore order.
Each player totals the structural damage done to their block.
The player whose block sustained less damage wins.
If both blocks are equally damaged, the game is a draw.
Special Rules & Edge Cases
Fire
Flamethrowers and certain events start fires.
Fire spreads to adjacent block sections each turn unless extinguished.
Fire causes ongoing structural damage.
Building Collapse
Enough damage to a structural support section can cause collapse.
Collapse affects the section and potentially adjacent sections above it.
Citizens in collapsed sections are eliminated.
Special Citizens
Block Warriors are tougher and more effective in combat.
Certain characters have unique abilities.
Mega-Mania Expansion
Expands the game to 4 players with additional blocks and rules.
Adds more weapons, events, and chaos.
